Teacher Survey in India: Question Bank, Sampling and How to Read the Results
Teacher survey guide for Indian schools and edtech teams: question bank by theme with scales, anonymity rules, sampling by school type, timing and results.
In shortA teacher survey works when it asks about one decision: workload, professional development, a textbook, an edtech tool or parent communication. Ask about the last term, not about teaching in general. Keep answers anonymous above a minimum group size, run it in the language teachers teach in, and avoid exam weeks. The question bank below groups items by theme with scales. Hercules Works can field the market version of this study, such as an edtech product survey among teachers, from its panel.

Decide What the Survey Must Change
India had 1,02,73,020 school teachers in 2025-26, up 8.3% on 2022-23 (PIB, UDISE+ 2025-26 release, 7 July 2026). They work in about 14.67 lakh schools, an average of seven teachers per school (PIB factsheet, 17 August 2026). Those two facts shape the design. If you run one school, you cannot report a small cut and keep anyone anonymous. If you run a chain, a board or an edtech company, you need sampling across school types and languages before any result means much. For office staff, use the employee survey question bank instead.

Five Reasons to Survey Teachers, and Who Asks
Each purpose has a different owner and a different cut of the data. Pick one per survey.
| Purpose | Who usually runs it | The decision it feeds | Report by |
|---|---|---|---|
| Satisfaction and workload | Principal, school chain HR | Timetable, non-teaching duties, retention | School, stage taught |
| Professional development needs | Chain academic head, board | Which training to fund next year | Subject, years of experience |
| Curriculum and textbook feedback | Board, publisher, academic council | Revisions to a textbook or syllabus | Grade, subject, medium |
| Edtech product adoption | Edtech company, chain IT head | Renew, fix or drop a tool | School type, device access |
| Parent-teacher communication | Principal, chain operations | Channels, meeting format, messaging load | Grade band |
The policy gives you yardsticks. NEP 2020 says each teacher is expected to take part in at least 50 hours of continuous professional development a year (paragraph 5.15). The same document says teachers should no longer be engaged in work not directly related to teaching (paragraph 5.12). It also says teachers will have more autonomy in choosing pedagogy (paragraph 5.14) (NEP 2020, NCERT copy).
Question Bank: Satisfaction and Workload
Use a five-point agree-to-disagree scale unless the table says otherwise. Ask about the current term so every teacher answers about the same period.
| # | Question | Scale |
|---|---|---|
| 1 | I would recommend this school to a teacher looking for a job. | Five-point agree to disagree |
| 2 | I intend to be teaching at this school next academic year. | Five-point agree to disagree |
| 3 | My teaching load this term is manageable. | Five-point agree to disagree |
| 4 | In a normal week, how many hours do you spend on work that is not teaching or lesson preparation, such as records, data entry, meal duty or event work? | 0, 1 to 3, 4 to 6, 7 to 10, more than 10 |
| 5 | I have the teaching materials I need for my classes. | Five-point agree to disagree |
| 6 | The number of students in my largest class lets me give individual attention. | Five-point agree to disagree |
| 7 | I can raise a problem with the principal without it being held against me. | Five-point agree to disagree |
| 8 | In the last month, my good work was noticed by someone senior. | Yes, no |
| 9 | What one change would make your week easier? | Open text, one line |
Question 4 is the one principals act on fastest. Put the hours in bands, because teachers will not add up a week in their heads. Question 6 matters even where the official ratio looks healthy. UDISE+ reports a pupil-teacher ratio of 10 at the foundational stage and 21 at secondary (PIB, 7 July 2026), but those are national averages, not one teacher's largest section.
Question Bank: Professional Development, Curriculum and Textbooks
Professional development items should produce a list you can fund. Curriculum items should name the book and the grade.
| # | Question | Scale |
|---|---|---|
| 10 | How many hours of training did you attend in the last academic year? | 0, 1 to 10, 11 to 25, 26 to 50, more than 50 |
| 11 | Which of these would help you most next year? Pick up to two. | Subject content, classroom management, assessment design, teaching with digital tools, inclusive teaching, language support |
| 12 | The last training I attended changed how I teach. | Five-point agree to disagree |
| 13 | I could choose which training I attended. | Yes, partly, no |
| 14 | For the Class [X] [subject] textbook: the chapters fit the periods available. | Five-point agree to disagree |
| 15 | For the same textbook: the language level suits my students. | Too hard, about right, too easy |
| 16 | Which chapter do your students find hardest? | Single choice, list of chapters |
| 17 | I have enough freedom to choose how I teach a topic. | Five-point agree to disagree |
| 18 | What would you remove from this textbook, and why? | Open text |
Question 10 maps to the 50-hour expectation in NEP 2020 paragraph 5.15, and question 17 to paragraph 5.14 on autonomy (NEP 2020). Report the share of teachers in each band, not an average. In a board or publisher study, pipe the textbook name into questions 14 to 16 so each teacher sees only the book they teach.
Question Bank: Edtech Adoption and Parent Communication
Edtech items should separate access from use, and use from value. In 2025-26, 69.9% of schools had computers and 67.4% had internet (PIB factsheet, 17 August 2026), so ask about the device before the product.
| # | Question | Scale |
|---|---|---|
| 19 | Which device do you mainly use for school work? | Own smartphone, school computer, own laptop, none |
| 20 | In the last two weeks, how many lessons did you use [tool] in? | 0, 1 to 2, 3 to 5, 6 or more |
| 21 | Setting up [tool] for a lesson takes a reasonable amount of time. | Five-point agree to disagree |
| 22 | [Tool] works on the internet connection I have at school. | Always, usually, sometimes, rarely |
| 23 | Students learn the topic better when I use [tool]. | Five-point agree to disagree |
| 24 | I would be unhappy if the school stopped using [tool]. | Five-point agree to disagree |
| 25 | How do you most often contact parents? | WhatsApp, phone call, diary, school app, in person |
| 26 | In a normal week this month, how much time did parent messages take? | Under 1 hour, 1 to 3, 3 to 5, more than 5 |
| 27 | Parent-teacher meetings this term were a good use of my time. | Five-point agree to disagree |
| 28 | What is the one thing about parent communication you would change? | Open text |
Question 24 is the item an edtech company should watch. High use with a low score on 24 means the tool is used because it is compulsory. Pair it with 23 to see whether teachers believe it helps learning.
Anonymity, School Types and Sampling
Anonymity comes first. Do not collect a teacher's name, employee ID or phone number with the answers. The only fields you need are the cuts you will report: school type, stage taught, subject group, years of experience in bands. Set a minimum group size before fieldwork and drop any cut below it. With an average of seven teachers per school (PIB factsheet, 17 August 2026), a single school rarely has enough people for a cut by subject. Report it as one group or not at all.
Women are 54.9% of teachers nationally (PIB factsheet, 17 August 2026), but a primary school may be almost entirely women, and a gender cut there identifies the men. Check each school's cell, not only the total.
Sampling across school types matters for boards, publishers and edtech companies. Teachers in government, government-aided and private unaided schools face different workloads, pay cycles and devices. Set quotas by management type, by stage (foundational, preparatory, middle, secondary) and by medium of instruction, and report each quota's base. For a chain survey, invite every teacher and report the response rate by school.
Decide who is in scope. Contract and guest teachers, special educators and pre-primary staff often carry the heaviest loads and are the easiest to leave off the list. Include them.
Timing in the Academic Year and Languages
Avoid the first two weeks of the year, board exam months, result weeks and the week before a vacation. Good windows are the middle of each term, after unit tests and before exam preparation. For a textbook study, ask after the book has been taught for a full term. For an edtech study, ask about eight weeks after roll-out and again at the end of the year with the same questions.
Run the survey in the language of instruction at each school, with English as an option rather than the default. Back-translate every version, then have a teacher at that school read it on a phone before launch. Keep scale labels identical across languages and across waves. The employee survey question bank has the wording rules that survive translation.
Keep it short enough to finish in a free period on a phone: 12 to 20 items from the bank, plus two open questions. Send it through the principal with a note that answers are anonymous and that results will be shared back, and say when.
What we would do. We would pick the middle of the second term, send the link through the principal on a Monday and close it on Friday. That gives you one clean window to repeat next year and a trend you can trust. Keep the questionnaire to one free period; a teacher who runs out of time between classes answers the last items without reading them.
How to Read the Results
Report every agreement item as the share who agree or strongly agree, with the base. Do not average the scale. A mean score tells a principal nothing. "This share of secondary teachers agree their load is manageable, out of this many who answered" tells them where to look.
Read the bands in questions 4, 10 and 26 as distributions. Suppose a large share of teachers report more than seven hours a week of non-teaching work. You now have a number to take to the management committee, and NEP 2020 paragraph 5.12 to put next to it (NEP 2020).
Cross use against value. For edtech, put question 20 (how often) against question 23 (helps learning). High use with low value is a compliance problem. Low use with high value is an access or time problem, and questions 19, 21 and 22 tell you which.
Read the open answers yourself before anyone codes them. Group them into themes, then quote two or three word for word. Within a month, share the results with teachers and name the two changes you will make.
Running This Study on Hercules
Internal teacher surveys usually go to the school's own staff list. Our panel suits the market version of this job, such as an edtech product study among teachers found with a screener, and this is what a pilot and main study cost at list price with respondents included. Screened-out respondents do not count towards a bundle.
| Step | Plan | Responses | Price per response | Cost |
|---|---|---|---|---|
| Test the questionnaire | Free | 30 | ₹0 | ₹0 |
| Small pilot | Plus | 100 | ₹150 | ₹15,000 |
| Main study | Pro | 400 | ₹120 | ₹48,000 |
Pro is sold in bundles of 400 to 1,000 responses and costs 20% less per response than Plus. Enterprise plans come with a dedicated research team and are priced on request.
The SuperJ network has 2 crore Indian respondents. The survey-eligible panel is a subset, and availability depends on your targeting. Members include professionals, so name the teacher profile you need and ask for a feasibility count before you commit. Members complete Aadhaar-based KYC once, and each study receives a zero-knowledge proof of verification. Surveys run in as many Indian languages as the study needs. Quality checks flag speeders, straight-lining and inconsistent answers. Read /panel-methodology and pricing.
The limit: the app reaches smartphone users only, so teachers without a smartphone need a paper or face-to-face version.
Frequently asked questions
What questions should a teacher survey ask?
Ask about the conditions you can change: teaching load, non-teaching hours, materials, class size, training, the specific textbook or edtech tool and parent communication. Tie every item to the current term, and add one open question per theme.
How do I make a teacher satisfaction survey anonymous?
Do not collect names, employee IDs or phone numbers with the answers. Collect only the cuts you will report, set a minimum group size before fieldwork, and drop any cut below it. In a small school, report the whole staff as one group.
When in the academic year should I run a teacher feedback survey?
In the middle of a term, after unit tests and before exam preparation. Avoid the first fortnight, board exam months, result weeks and the week before a vacation. Run waves at the same point each year so the trend is readable.
How many teachers do I need to survey?
For one school or a chain, invite everyone and report the response rate by school. For a board, publisher or edtech study, set quotas by management type, stage and medium, and make sure each reported quota is large enough to stay anonymous.
Should the teacher survey be in English?
Offer it in the language of instruction at each school, with English as an option. Back-translate each version and keep the scale labels identical across languages and waves.
How do I read a teacher survey result?
Report the share who agree, with the base, rather than an average. Read hour bands as distributions, cross use against value for edtech items, and share the results and two actions with teachers within a month.
